When you see the bomb icon appear on the minimap, approach the bomb and shock the policeman guarding it. If you are playing the game with evil karma, you can receive the blast shard offered from a bomb without having to complete the mini mission, leaving your karma meter unaffected.
There are two karma opportunities that allow you to collect more blast shards: defusing blast shard bombs (for good karma) and stealing a shard off a civilian (for evil karma). This is useful for healing yourself and gaining energy when fighting the Hive Lord. In the mission " Conduit, Not Human," when you find the casket that holds the blast core, you can drain energy out of it before you retrieve it.
